What is Retail Compliance?

Retail compliance is the set of requirements major retailers mandate for their vendors. When you sell to Walmart, Target, Amazon Vendor Central, Costco, or other big-box retailers, you must meet their exact specifications for labeling, packaging, shipping, and documentation. Failure to comply results in chargebacks — fees deducted directly from your payment.

These requirements exist because retailers operate massive distribution networks. Every shipment must integrate seamlessly into their receiving process. A missing label, incorrect barcode, late delivery, or wrong pallet configuration creates friction that costs them money — and they pass those costs to you through chargebacks.

Working with a retail compliance 3PL means partnering with a fulfillment provider who understands these requirements intimately. We handle the complexity of routing guides, EDI transactions, and OTIF delivery windows — protecting your margins from compliance failures.

Understanding Routing Guides

Every major retailer publishes a routing guide — a detailed document specifying exactly how shipments must be prepared and delivered. Routing guides cover:

  • Labeling Requirements: GS1-128 barcode specifications, label placement, content requirements
  • Packaging Standards: Carton sizes, pallet configurations, case pack quantities
  • Shipping Rules: Approved carriers, routing instructions, appointment scheduling
  • EDI Requirements: Electronic transactions for orders, shipping notices, and invoices
  • Delivery Windows: OTIF specifications and appointment requirements

Routing guides are updated regularly, and requirements differ between retailers. What works for Walmart won't work for Target. A compliance-focused 3PL stays current on all major routing guides and configures systems accordingly.

Chargeback Prevention

Chargebacks are financial penalties retailers assess when vendors fail to meet compliance requirements. Common chargeback triggers include:

  • Missing or Incorrect Labels: GS1-128 barcodes that don't scan or contain wrong data
  • Late Deliveries: Shipments arriving outside the designated OTIF window
  • Quantity Discrepancies: Shipped quantities not matching the purchase order
  • Missing ASN: Advanced Shipping Notice not transmitted or transmitted with errors
  • Improper Packaging: Wrong pallet configuration, oversized cartons, or damaged goods
  • Appointment Failures: Missing or late delivery appointments

Chargebacks typically range from $50 to $500+ per violation, and they add up quickly. A single shipment can trigger multiple chargebacks if multiple requirements are missed. Our zero-tolerance approach to compliance protects your margins.

EDI Integration

EDI (Electronic Data Interchange) is the standard for electronic business transactions with retailers. Instead of emails and PDFs, orders and shipping information flow through structured EDI documents. Key EDI transactions include:

  • EDI 850 — Purchase Order: The retailer sends the order electronically
  • EDI 855 — Purchase Order Acknowledgment: You confirm receipt and acceptance
  • EDI 856 — Advanced Shipping Notice (ASN): You transmit shipment details before delivery
  • EDI 810 — Invoice: You send the invoice electronically
  • EDI 940 — Warehouse Shipping Order: Internal warehouse instruction
  • EDI 945 — Warehouse Shipping Advice: Warehouse confirms shipment

We integrate with SPS Commerce for EDI connectivity to all major retailers. Our WMS automatically generates the required EDI documents based on order activity, eliminating manual data entry and reducing errors.

OTIF Compliance

OTIF (On-Time In-Full) is the critical metric retailers use to measure vendor performance:

  • On-Time: Delivery arrives within the designated delivery window (often a 2-4 hour window)
  • In-Full: Complete order quantity is delivered — no shorts, no overages

Walmart, for example, requires vendors to maintain a 98% OTIF rate. Falling below this threshold triggers penalties and can jeopardize your vendor status. Our fulfillment operations are designed around OTIF success — from inventory accuracy to carrier selection to shipment tracking.

GS1-128 Labeling

GS1-128 (formerly UCC-128) is the barcode standard for retail logistics. These labels contain encoded information about the shipment:

  • SSCC-18: Serial Shipping Container Code — unique identifier for each carton/pallet
  • GTIN: Global Trade Item Number — product identifier
  • Ship-To Location: GLN (Global Location Number) of the destination
  • PO Number: Purchase order reference
  • Quantities: Carton and unit counts

Labels must be printed at specific sizes, placed in exact locations, and contain accurate data that matches the ASN. Our WMS generates compliant GS1-128 labels automatically, linked to EDI transactions for data integrity.
